Permitting Roulette – How to Authorize Texas PBRs Without Burning Out

The Texas Commission on Environmental Quality (TCEQ) has a long history of using historical Standard Exemptions (SE) and Permits by Rule (PBR) to authorize emissions from small, specific source types. These PBRs and SEs can often be used to quickly authorize new projects or modifications to existing processes under tight project deadlines. In various circumstances, they can even be used retrospectively to address existing yet previously unquantified emissions. Moreover, these PBRs can be difficult to get approved if you don’t provide all the necessary information for the TCEQ review process. BGE’s 30-year veteran will discuss and highlight some of the common pitfalls and how to avoid them to help your facility find a successful outcome.
