Operational Discipline Does Not Mean Following Procedures

Steve Cutchen, Chemical Safety Board

Expo A3

A contemporary definition of Operational Discipline is the performance of all day-to-day activities and tasks carried out by all personnel in compliance with procedures every time; but this is not possible. Just because you say a procedure must be followed does not make the procedure followable every time. Discipline is not just synonymous with punishment. It also means the precision and interaction required of a resilient team. Operational Discipline does not mean discipline of operators for failure to comply, operational discipline describes conduct of operations, operational coordination and a resilient organization, especially in the face of the unexpected.
