Turnaround in the petrochemical and oil refining industry consists of a large number of jobs completed in a very compact schedule, usually with a large number of contractors. In most cases, these contractors are new to the site and new to the environment within which they are working. The risks associated with the jobs performed during turnarounds are heightened due to the tightened time horizons and the number of workers and jobs being performed onsite at the same time. One way to help mitigate the risk of safety, health, or environmental incidents during these turnarounds is through strong and capable leadership, but often resident/maintenance workers and operators are pressed into being leaders for out of town crews (step-up leaders) without being given any of the tools or training for being an effective leader.
